Open Question: does it have to be a business internet account?

my boss wants me to price out all of the new york isp to put a internet connection into a one of the small locksmith shops, so he could watch the video cameras in the shop from his phone. my question is. does it have to be a business account or he can use a regular internet plan even tho it is in the store.. also if anybody know the cheapest isp in Brooklyn, NY would help me out alot...
